A Consortium of Counties to Support Implementation of Youth Realignment

The Consortium is a California Nonprofit Public Benefit Corporation that assists statewide inter-county collaboration to assist with local efforts to address the specific and often specialized needs of youth committed by the juvenile courts to secure youth treatment facilities.

What is the Consortium?

The Consortium was launched in early 2022 as an inter-county collaborative resource for local probation departments in their role to effectively treat and serve youth committed by the juvenile courts to a secure youth treatment facility. The Consortium was created following the state’s decision to close the state-run youth correctional facilities. 

 

For counties to address complex and intense needs, the Consortium serves as a statewide inter-county collaboration to help counties find the specialized programming and facility a youth needs when there is not an appropriate program within their county. Youth who are ordered by the juvenile courts into secure youth treatment facilities have complex and intense needs. These youth have been adjudicated for a serious or violent offense and may need specialized treatment that their county cannot provide.

 

The Consortium is aimed at preventing youth from being transferred to adult criminal court. Counties must have options when the juvenile court orders a youth into a secure youth treatment facility. When youth cannot stay in their own county, the Consortium will help facilitate counties in partnering with each other to provide a safe and appropriate option so that youth can remain in the juvenile system.

Goals of the Consortium

The Consortium’s top goal is to support county probation departments in keeping youth safe and as close to home as possible. Collaboration across counties will help:

 

Prevent “justice by geography”

Support the availability of local high-quality programs that are culturally responsive, trauma-informed, evidence-based, age appropriate, as close to home as possible, centered on youth and family engagement, and based on positive youth development. If a youth cannot stay in their own county, the Consortium will help identify a program in another county that can address the youth’s needs.

Prevent net-widening and unneeded duplication

Counties can help maximize their resources through inter-county collaboration and problem-solving particularly for those youth who have the most specialized needs.

Prevent an increase in youth transferred to an adult criminal court

Create an inventory of secure youth treatment facilities across the state so that a youth can remain in the juvenile system even if there is not an appropriate program within their own county.

The Consortium is a resource for county probation departments that will:

Facilitate collaboration across counties when there are youth who require a secure youth treatment facility that is not available within their own county.

Convene discussions among participating counties to connect counties who need services with counties that have services available.

Provide local or statewide analysis about gaps in secure youth treatment needs and training or other technical assistance as needed.

Facilitate discussions and agreements amongst government partners to problem-solve the needs of youth in secure youth treatment facilities.

The Consortium will not provide direct services or housing to youth but will only be a facilitator and collaborator amongst government partners.
