About Us

The County Probation Consortium Partnering for Youth Realignment known as the “Consortium” is a California Nonprofit Public Benefit Corporation incorporated in March 2022 as an inter-county collaborative resource for local probation departments in their efforts to serve youth with intense and complex needs who are ordered by the juvenile court into a secure youth treatment facility. The Consortium was created in response to the state’s decision to close the state-operated youth correctional facilities.

While the Consortium serves as a resource to assist with addressing the needs of youth committed to secure youth treatment facilities, it does not mandate what counties must do, determine placements, run facilities, or replace existing state agencies. The Consortium is a resource and a collaborative place for county probation departments.

In anticipation of the state’s closure of state-operated youth correctional facilities, the California State Association of Counties (CSAC), Chief Probation Officers of California (CPOC), and California Association of County Executives (CACE) created a working group to assist counties with the transition and to develop a resource to assist in serving these youth. The Consortium’s Board of Directors includes the Chief Probation Officers from each participating county plus the executive directors from CSAC, CPOC, and CACE.

The County Probation Consortium Partnering for Youth Realignment known as the “Consortium” was founded in March 2022 as an inter-county collaborative resource for local probation departments in their efforts to serve youth with intense and complex needs who are ordered by the juvenile court into a secure youth treatment facility. The Consortium was created in response to the state’s decision to close the state-operated youth correctional facilities.

While the Consortium is a statewide venue and resource for participating counties to assist with addressing the needs of youth committed to secure youth treatment facilities, it is not an organization that will mandate what counties must do, determine placements, run facilities, or replace existing state agencies. The Consortium is a resource and a collaborative place for county probation departments.

The Consortium was founded by 56 of the state’s 58 counties. The concept grew out of a working group sponsored by California State Association of Counties (CSAC), Chief Probation Officers of California (CPOC), and California Association of County Executives (CACE). The Consortium’s Board of Directors includes the Chief Probation Officers from each participating county plus the executive directors from CSAC, CPOC, and CACE.
